Visiting Scholar
The African Studies Center is honored to welcome Professor
Jairam Reddy as a Visiting Fulbright Senior Scholar
at MSU from April to October 1999. Dr. Reddy is South
African and has held a number of academic positions
there. He was the first South African Vice Chancellor
to visit MSU and call for a linkage between University
of DurbanWestville and MSU. Two of Dr. Reddy's recent
publications are available from the INET Library: "Regional
Consortia, Partnerships, Mergers and their Implications
for the Transformation of the South African Higher
Education System" and "The Incorporation
of Colleges of Education into the Higher Education
Sector: A Framework for Implementation." Dr. Reddy
is being hosted by the Department of Education Administration
and by the African Studies Center. His offce is located

4th Annual Midwest Graduate Student
Conference in African Studies
The MSU graduate students in African Studies and the
African Studies Center invite graduate students to
the 4th Annual Midwest Graduate Student Conference
in African Studies. The conference will be held on
September 10-12 at Michigan State University. Graduate
papers in any field, at any level are accepted. This
is an interdisciplinary conference meant to provide
graduate students from all over the country, especially
those from the Midwest, with an opportunity to present
their work in a collegial and friendly atmosphere.
There will also be forums addressing current issues
of interest among graduate students in African Studies.
A short abstract, not exceeding onehalf page single
spaced, and a $10 registration fee may be submitted
by June 15, 1999. Checks should be made payable to:
Michigan State University. Do not include your name
on the abstract; attach it to a page containing the
paper's title; the author's name; institutional affliation;
address, phone number, and/or email address. Completed
papers will be due to panel discussants by August 23,
1999. For submission of abstracts and more information

African Grad Student Listserv - AFRGRAD-L
To encourage discussions among graduate students interested in African Studies, and to help plan the 4th Annual Midwest Graduate Student Conference in African Studies, the organizers have established the AfrGrad-L listserv, an e-mail discussion list. The list is open to all graduate students interested in Africa and discussions are not limited to conference issues. AfrGradL will soon publish a webpage at http://hnet.msu.edu/afrgrad. International Photography Competition
MSU Offce of International Studies and Programs and
the MSU Alumni Association are sponsoring the First
Annual International Photography
Competition. They are in search of good, quality photos
that artistically depict connections between MSU's
mission and the rest of the world. Entry deadline is
Wednesday, September 15, 1999. For more information,

Spring Semester 2000 Study Abroad/Internships at the University of Zimbabwe (UZ)
"Agricultural, Environmental, and Land Use Systems" is a semester program designed for students in the agriculture, natural resources, and related areas who have a desire to learn more about Africa. Prior study of Africa is not required. Participating students take courses at the University of Zimbabwe (UZ) and transfer those credits to their degree program at their home institution. Dr. Eunice Foster, Coordinator of the program, will work closely with each student and the student's home institution in order to select courses at UZ that will transfer to meet requirements in the student's academic program. Program cost for tuition, room, board, and air travel is less than $6500 for MSU students. MSU students may apply for scholarships offered through the College of Agriculture and Natural Resources and the office of Overseas Study at MSU. You do not need to be an MSU student to participate in the program; although tuition will be slightly higher for non-MSU students. OTHER ANNOUNCEMENTS
New Website
AfricaBib is pleased to announce the opening of its
new web site, WWW.AfricaBib.Org. It was
created as a way to freely disseminate information from
two African studies databases as well as information
on Africa from other sources. The site presently contains
the following: Africana Periodical Literature Bibliographic
database. This work was originally begun in 1974 as
an effort to index all the issues of each periodical/journal
title and place them all in one source. There is also
the Africana Women's Database which indexes everything
the compiler can and published in English about African
Women. If you know of any materials that are not in
the index and deserve to be included, or have questions

CONFERENCES
Conference to celebrate resurgence of African languages - Penn State University
Penn State will host a conference and festival titled
"Against All Odds: African Languages and Literatures
into the 21st Century," planned for January 11-17,
2000, in Asmara, Eritrea. The conference and festival
will recognize the achievements of African languages
and literatures in the 20th century and promote their
continued growth and development into the 21st century.
The conference will bring students, scholars, researchers,
artists, activists, business and political leaders
together to discuss the relation of African languages
to such issues as global publishing,
telecommunications, and broadcast systems. The goals
are to create broad-scale recognition of the achievements
of African languages and literatures. For further information,

FELLOWSHIPS
Spencer Foundation Dissertation Fellowships
Approximately 30 non-renewable fellowships of $20,000
will be granted for the academic year 2000/01. Applicants
must be candidates for the doctoral degree in any field
of study at a graduate school in the United States;
however, applicants need not be citizens of the United
States. The deadline for submitting applications is

INTERNSHIPS
Subcommittee on Africa Work Opportunities
The House International Relations Committee (HIRC) on Africa is looking for students to assist with the running of its daily operations. Applicants should possess a genuine interest in Africa and a desire to learn about how Congress works. This internship will enable students to gain hands-on experience concerning the inner workings of the HIRC as well as garner knowledge about the development of US foreign policy, particularly as it applies to Africa.
Interns are responsible for monitoring African issues and preparing briefing materials for committee hearings. They will have the opportunity to attend these hearings and interact with foreign dignitaries during frequent briefing sessions and receptions. Other tasks include office management, greeting visitors from the diplomatic, NGO and US and foreign government communities, and assembling background information on current affairs affecting Africa. The Subcommittee accepts applications on a continual basis and encourages graduate students to apply. Work hours can be flexible, however all volunteers are expected to spend at least 15 hours in the office per week.
Potential applicants must be enrolled in an undergrad or graduate program and have a letter from their institution. 2 positions: African Wildlife Foundation (AWF)
Program Director Nairobi, Kenya
The AWF is seeking a Director for its Conservation, Economics and Commerce Program (CEC). The primary purpose of the CEC Program Director is to ensure that the AWF addresses key economics and commerce issues related to wildlife conservation in Africa; Design, implement, manage, and monitor AWF's program of CEC projects and activities; and advise AWF and its partner organizations on economics and commercial issues related to conservation. Requirements are a postgraduate qualification in business administration and/or resource economics, experience of working on conservation issues in Africa and a demonstrated commitment to AWF's mission, experience working at a senior level in the private sector, with a clear understanding of how private sector businesses work, excellent communication skills, both oral and written, and fluency in English is essential. Program Director Arusha, Tanzania
The AWF is seeking a Director for its Community Conservation
Program. The primary purpose of the CC Program Director
is to contribute to AWF's mission through a program
which promotes the participation of diverse peoples
and institutions in conservation, seek to understand
and share key community development and social issues
related to wildlife conservation in Africa. Requirements
are a postgraduate qualification in community
development, rural sociology or some other field related
to community conservation; experience with USAID and
multilateral grants; and excellent leadership, people
management, teamworking and motivational skills. Fluency
in English essential, fluent French and Eastern African
