ECONOMIC COMMUNITY OF WEST AFRICA STATES

FRIST JOINT MEETING OF ECOWAS MINISTERS OF FOREIGN AFFAIRS AND DEFENCE ON GUINEA BISSAU

Abidjan, 3 JULY,1998

FINAL COMMUNIQUE

ECOWAS Ministers of Foreign Affairs and Defense held their first meeting on Guinea Bissau on 3 July, 1998, in Abidjan, CÙte d'Ivoire to consider the situation in Guinea Bissau.

2. The Ministers recalled that at dawn on 7 June 1998, a rebellion was started by some elements of the Guinea Bissau Armed Forces, led by the country's dismissed Chief of Staff, General Ansoumane MANE.

3. Following violent clashes between the rebels and forces loyal to the Government, President Joao Bernado VIEIRA, in a letter to the ECOWAS Chairman, requested the extension of ECOMOG's mandate and its scope of activities to Guinea Bissau.

4. Upon receipt of the request, the ECOWAS Chairman, His Excellency, General Abdulsalami ABUBAKAR held consultations with his peers and sent a fact-finding mission led by the Executive Secretary of ECOWAS, Mr. Lansana KOUYATE, to the Gambia, Guinea and Senegal. The ECOWAS Chairman, thereafter, decided to convene the meeting of Chiefs of Staff and this meeting of Ministers of Foreign Affairs and Defence.

5. The following Member states were represented:

- Republic of Benin - Burkina Faso - Republic of CÙte d'Ivoire - Republic of The Gambia - Republic of Ghana - Republic of Guinea - Republic of Guinea Bissau - Republic of Liberia - Republic of Mali - Republic of Niger - Federal Republic of Nigeria - Republic of Senegal - Republic of Sierra Leone - Togolese Republic

6. On invitation, the meeting was also attended by representatives of the Secretaries-General of the United Nations and the Organisation of African Unity, as well as representatives of the UNHCR and WFP. The ECOMOG Force Commander was also in attendance.

7. The Ministers reviewed the situation in Guinea Bissau in the light of reports made by the Ministers of Guinea Bissau, Guinea, Senegal, The Gambia and by the ECOMOG Force Commander. They also considered the final report of the Eighteenth meeting of Chiefs of Staff held in Abidjan on 30th June and 1st July,1998.

8. The Ministers Strongly condemned the mutiny in Guinea Bissau. They warned the rebels in Guinea Bissau against committing any atrocities against the innocent civilian population and foreign nationals.

9. The meeting called for an immediate cessation of hostilities throughout the country.

10. The Ministers reaffirmed their support for the democratically elected Government of President Joao Bernado VIEIRA.

11. The meeting agreed that the central objective of ECOWAS in Guinea Bissau is to restore peace to Guinea Bissau and reassert the authority of the democratically elected Government of President Vieira throughout the country.

12. The Ministers agreed to work towards realising this objective by a combination of the following three measures:

i) dialogue and negotiation; ii) imposition and sanctions and enforcement of embargo; iii) and the use of force.

13. The Ministers recommended the extension of the mandate and scope of activities of ECOMOG to cover Guinea Bissau. In this regard, all Member States should immediately contribute additional troops to ECOMOG. They also called on the Member States for the provision of adequate logistic support for ECOMOG.

14. In order to ensure the implementation of decisions and recommendations, the Ministers established a Committee of Seven comprising: Burkina Faso, CÙte d'Ivoire, The Gambia, Ghana, Guinea, Nigeria and Senegal, joined by the representatives of OAU and ECOWAS Secretariats.

15. The Ministers mandated the Ministers of Foreign n Affairs of the Committe of Seven on Guinea Bissau to brief the ECOWAS Chairman on the outcome of their meeting.

16. The Ministers expressed their support for the prompt action taken by Guinea and Senegal in Guinea Bissau.

17. The Ministers expressed concern at the worsening humanitarian situation in Guinea Bissau. They called on humanitarian agencies and all relevant institutions to ensure that the civilian populations are not forced by famine and epidemics to seek refuge in neighbouring countries to facilitate the despatch of such assistance by sea and road.

18. The Committee of Seven on Guinea Bissau was mandated to seek the support of the United Nations Security Council for ECOWAS initiatives in Guinea Bissau.

19. The Ministers also called on the International community to support ECOWAS efforts towards the immediate restoration of peace and legitimacy in Guinea Bissau.

20. The Ministers of Foreign Affairs and Defence expressed deep gratitude to His Excellency, Mr. Henri Konan BEDIE, President of the Republic of CÙte d'Ivoire, and to ythe Government and people of CÙte d'Ivoire for the generous hospitality and for the excellent facilities placed at their disposal.
