CABINET ENDORSES NEW TAXATION SYSTEM
Cabinet, EritreaOs endorsed on Thursday the new s;EritreaOs Cabinet endorsed on Thursday the new system of duties and taxes which was proposed at the 5th Session of the National Assembly. After hearing a brief explanation given by the Minister of Finance and Development, Ato Haile Woldensae, Cabinet members discussed the details of the new system. In an effort to revive agriculture and the construction industry, the Cabinet has agreed that nominal import duties and taxes should be levied for relevant materials. The Cabinet also recommended to upgrade the mechanisms of controlling tax-evasion. The proclamation on the new system is expected shortly.

ERITREAN RAILWAY TO REVIVE

The Ministry of Transport is taking steps to revive the Eritrean railway system, particularly the Asmara-Massawa line, on the basis of a phased self- help effort underway at both ends of the line. Preparations to start a shuttle service of 4-5 km at Massawa and a service from Asmara to Arberobu and Nefasit are underway following the completion of body modification works for small wagons at the Asmara Railway Center. According to the Minister of Transport, Dr. Gergis Mehreteab, there is a possibility of extending the service some 30 km from Massawa as well as to the Salina Salt Factory in later phases. Earlier this week President Isaias Afewerki inspected the Railway Center for an assessment of its possible revitalization. The President also inspected the different sections, including one of the countryOs oldest mechanical workshops where spare parts for trains and the railway lines were forged. Technicians with long experience and a strong commitment successfully repaired two diesel engines, a steam engine, three passenger carriages and two other small wagons. These are now ready for work. Another three steam engines are currently under maintenance.

US DONATES $17 MILLION TO ERITREA

The US Agency for International Development (USAID) and the Ministry of Health have signed a protocol agreement worth $15 million over the next five years for the improvement of health care in Asmara and three other provinces. According to the agreement, which was signed on September 26, the money will be channelled through the UN ChildrenOs Fund, Unicef, and spent on programs to support women and infant healthcare. In a press statement after the signing ceremony, Minister of Health Ato Sibhat Ephraim, said that this was the biggest health project of its kind. The US initiative, he continued, will contribute to efforts to reduce EritreaOs high infant mortality rate, which some estimates put as high as 126/1000. The program will also support family planning schemes, capacity building programs and the development of a health management information system in four provinces. The agreement was signed by Ato Sibhat and the US Ambassador to Eritrea, HE Robert Houdek. Also present were the Vice-minister of Health, Dr. Tekeste Fekadu, and USAID Eritrea Office Director, Dr. George Jones. The Agency also gave yesterday $2 million to the Eritrean Relief and Rehabilitation Agency (ERRA). The money will be used to support rehabilitation programs for ex-fighters which are underway in the western and eastern lowlands.

RUSSIA TO OPEN NEW HOSPITAL IN ASMARA

The Red Cross Society of the Russian Federation is to open a general hospital on the site of AsmaraOs old TB hospital following an agreement signed on Wednesday by Health Minister Sibhat Ephrem and the President of the Russian Red Cross Society, Oleg Sidorov. The $13 million facility, which is due to open before the end of the year, will begin service with some 30 Russian doctors and an out-patient department (OPD) comprising a surgical, paediatric, gynaecological and other clinics, Mr. Valeri Outkine, Charge dOAffaires at the Russian Embassy in Eritrea added that the hospital will initially contain 80 beds and other facilities. The Vice-minister of Health, Dr. Tekeste Fekadu, said that the Russian Red Cross will cover maintenance expenses.
