---- This is a request for discussion (RFD) of the creation of the USENET newsgroup soc.culture.afrikaans. It contains suggested group name, one-line description, status, and charter.

This article is crossposted to news.announce.newgroups, news.groups, soc.culture.african, soc.culture.belgium, soc.culture.netherlands, za.misc, and za.net.misc.

The discussion will take place in the 'NEWS.GROUPS' newsgroup. All follow-up posts should be posted to that group. Initial suggestions for the group, status and charter are given below. These suggestion are subject to change and review as soon as further opinions are provided. Anyone interested in this proposal is encouraged to participate in the discussion.

The discussion will continue for 30 days from the date of the posting of this RFD. If there is agreement, a Call for Vote (CFV) will be announced.

PROPOSED CHARTER:

The proposed newsgroup soc.culture.afrikaans is intended as a platform for all information and discussion about South-Africa, Afrikaners and 'Afrikaans' as a language. This means all discussions about social, cultural, political, economical, historical, geographical and other issues that are, in one way or the other, related to Afrikaners, Afrikaans or South-Africa are welcome in this newsgroup. Also, it is hoped that soc.culture.afrikaans will be a meaningful means for contact between Afrikaners at home and abroad, and between the Afrikaners and especially the Dutch speaking people from all over the world (Afrikaans is related to the Dutch language).

BACKGROUND:

Due to South-Africa's past history, Afrikaners have been isolated from most of the rest of the world in many different ways. One way was the cultural boycott by the Dutch and Belgium governments, which reduced the number of cultural and lingual exchanges between Afrikaners and the Dutch speaking people. Now a new multi-cultural government is in place in South-Africa, it has become time to renew these and other ties. For this purpose, as a start, a soc.culture.afrikaans newsgroup would be a perfect platform.

South-Africa has its own za.newsgroup hierarchy, in which the articles are predominantly written in English. A za.culture.afrikaans newsgroup could be an alternative for a soc.culture.afrikaans newsgroup, for those who want to hold discussions in Afrikaans. But, the za.newsgroups are less well known out side South-Africa, and in some cases less accessible than the USENET news- groups, therefore this proposal has been issued.

Soc.culture.afrikaans will have a partial overlap with the soc.culture.african newsgroup in discussions about South-Africa. However, once again, these discussions take place in English rather than Afrikaans. The soc.culture- Afrikaans newsgroup is intended not so much as a substitute, but more as an addition to this newsgroup, which is orientated to the whole of Africa.

RULES:

Soc.culture.afrikaans will be an unmoderated newsgroup, thus anyone will be able to post to this newsgroup. But being free to post should also mean being responsible for what you post. All articles posted should have 'some- thing' to do with South-Africa, Afrikaans or the Afrikaners, however remotely. Insults, "flames" or unnecessary criticism of a group or a person is strongly discouraged. Please read the netiquette rules in news.announce.newusers before posting your first article to any newsgroup, and try to stick to them whenever posting articles.

LANGUAGES:

Primarily Afrikaans and Dutch (Flemish). However, German and English postings are also welcome to facilitate the exchange of information with the largest possible audience. (What about French?)

Die voorgestelde nuusgroep soc.culture.afrikaans sal dien as 'n gepreks- forum vir alle inligting aangaande Suid-Afrika, Afrikaners en die Afrikaanse taal. Dit beteken dat alle besprekings rakende sosiale, kulturele, politieke, ekonomiese, geskiedkundige, geografiese en ander sake wat op een of ander wyse verband hou met Afrikaners, Afrikaans of Suid-Afrika,verwelkom sal word in hierdie nuusgroep.

Dit word verder begeer dat soc.culture.afrikaans 'n betekenisvolle middel van skakeling tussen Afrikaners tuis en in die buiteland sal wees, en tussen Afrika- ners en Nederlandstalige mense dwarsoor die wereld.

Afrikaners was, vanwe|e Suid-Afrika se verlede, op verskeie maniere van die res van die wereld ge|isoleer. Een so 'n wyse was die kulturele boikot deur die Nederlandse en Belgiese regerings, wat die kultuur- en taaluitruiling tussen Afrikaners en Nederlanders aan bande gele^ het. Nou dat 'n nuwe Suid-Afrikaanse regering aan bewind is, het dit tyd geword om hierdie, en ander bande, te hernu. Vir hierdie doel sal die soc.culture.afrikaans nuusgroep 'n ideale afspringplek wees.

'n Za.culture.afrikaans nuusgroep kan as alternatief vir 'n soc.- culture.afrikaans dien vir diegene wat besprekings in Afrikaans wil hou. Hierdie voorstel word egter gemaak, aangesien die za.nuusgroepe minder bekend is buite Suid-Afrika, en is in baie gevalle minder toeganklik as die USENET nuusgroepe.
