(M&E) Advisor for Uganda-based project
In December 2004, USAID/Uganda, on behalf of the United States
Government (USG) country team, awarded a four-year contract to
Social & Scientific Systems, Inc. (SSS) to support the implementation of the
Monitoring and Evaluation of the Emergency Plan
Progress (MEEPP) project. The main objective of the MEEPP project is to design and
implement a comprehensive performance
monitoring, planning, evaluation, and reporting system to measure the Emergency Plan
country strategy for Uganda.
SSS is recruiting for an experienced M&E Advisor to join the
MEEPP Project. As part of the MEEPP Senior Management Team, the
incumbent M&E Advisor shall take the lead and carry out tasks
related to the performance monitoring, planning and evaluation
requirements of the USG Emergency Plan Team in Uganda.
Responsibilities include:
- Review partner Performance Monitoring Plans
- Track Emergency Plan performance
- Develop analytical reports
- Conduct Data Quality Assessments.
- Provide evaluation assistance including analysis of monitoring
and evaluation plans and guidance on key evaluation activities
for the Emergency Plan Team.
- Perform additional M&E responsibilities in line with the over-
all objective of the MEEPP project as determined by the project
director including contribution to strategic planning and technical implementation of
project workplan.
QUALIFICATIONS:
Advanced degree and more than 5 years of training and experience
in relevant international development and public health or population work. Extensive
knowledge, a record of accomplishment,
and over 8 years experience working in HIV/AIDS prevention, care
and support related program monitoring and evaluation, including
at least five years work on HIV/AIDS in developing countries.
Familiarity with monitoring and evaluation theory and methods,
and ability to apply that knowledge in integrated HIV/AIDS programming and monitoring and provision of related technical assistance.
Candidates must be willing to relocate to Kampala, Uganda for a
minimum of 2-3 years for this assignment.
