BURUNDI: Government List as of 18 June 1998

Burundi President Pierre Buyoya announced on 12 May the composition on the new government team, proposed by the two new vice-presidents, Frederic Bamvuginyumvira and Mathias Sinamenye. The following is a complete list of the current cabinet.

ETHIOPIA/ERITREA: Conflict impacts civilians while peace efforts continue

NAIROBI, June 18 1998 (IRIN) - International efforts to defuse tension between Ethiopia and Eritrea continue, and a moratorium on air strikes since Sunday has kept the six-week conflict at a low ebb this week, news agencies and humanitarian sources report.

Both sides in the conflict between former close allies are drawing attention to its impact on civilians. The Eritrean government has written to the UN's Office for the Coordination of Humanitarian Affairs, protesting the alleged mistreatment of Eritrean civilians resident in Ethiopia, while Ethiopian state media allege expulsions and abuses against Ethiopians resident in Eritrea. Air strikes claimed civilian lives on both sides, notably in an Eritrean strike against Mekelle, the capital of Tigray. Human Rights Watch, in a statement released yesterday, condemned roundups and expulsions on both sides, saying "harrassment was on the increase".

While things are reportedly relatively calm at the three main flashpoints on the border, humanitarian sources told IRIN today that tension was high, and a military buildup continued. The propaganda war continues with both countries claiming heavy military losses on the other side. An Ethiopian statement, reported by AP in New York, said the situation was "worsening by the day".

An OAU mediation mission is in Addis today (Thursday), including Burkina Faso President Blaise Compaore, Zimbabwean President Robert Mugabe, Rwandan President Pasteur Bizimungu and the Djiboutian foreign minister. The OAU team will proceed to the Eritrean capital Asmara later in the week, news agencies report. A US-Rwanda peace plan, which Ethiopia supports, has failed to stop the conflict. A wide range of international figures have urged restraint on both sides, while US Secretary of State Madeleine Albright yesterday called the conflict "madness", according to AFP.

The Ethiopian Disaster Prevention and Preparedness Commission has appealed for international assistance to help Ethiopians displaced by the fighting. The DPPC's appeal states that most of the displaced - some 126,000 - are in the northern Tigray region, bordering Eritrea, but another 17,000 are said to be displaced in eastern areas close to the road linking land-locked Ethiopia to the strategic Eritrean port of Assab. Humanitarian assessment missions are expected to reach the affected areas before the weekend. The Eritrean news agency ERINA said yesterday that the possibility of Ethiopia "using humanitarian assistance for its war effort cannot be ruled out." Most relief so far has been provided by local organizations and churches, humanitarian sources told IRIN today.

Eritrea, while not making a formal appeal for international assistance, has in its letter to the UN Under-Secretary-General for Humanitarian Affairs, urged humanitarian agencies to assist and monitor the repatriation of Eritreans resident in Ethiopia.

The ICRC has assisted both national Red Cross societies with medical supplies and with "basic necessities" for displaced people. An ICRC spokesman told IRIN today their support included transport, medical evacuations, shelter, and non-food items such as jerry cans. ICRC has requested access to prisoners of war and other detainees on both sides "so far without success", the spokesman said.
