PRESS STATEMENT

Visit of Under-Secretary-General Sergio Vieira de Mello to Burundi

The United Nations Under-Secretary-General for Humanitarian Affairs, Mr. Sergio Vieira de Mello, visited Bujumbura today (14 October 1999) to express his sympathy and support to the UN country team in the wake of the ambush in Rutana on 12 October.

Mr. Vieira de Mello also met with the President, Major Pierre Buyoya and the Minister of Foreign Affairs and Cooperation, Mr. Séverin Ntahomvukiye. He received their condolences and conveyed to them the Secretary-General's dismay and profound sadness at the attack. Mr. Vieira de Mello urged the Government of Burundi to take all necessary measures to ensure that the perpetrators are brought to justice.

Mr. Vieira de Mello called upon the Burundian authorities to provide adequate protection to humanitarian workers throughout the country. He welcomed the investigation underway and stressed that violence against humanitarian staff constitutes a violation of international law. He underscored that the United Nations cannot continue to work in situations where the security of its staff cannot be guaranteed. The Government assured him that they would do everything in their power to improve the security environment for humanitarian agencies. Mr. Vieira de Mello also reaffirmed that the United Nations does not approve of the policy of forced regroupment of civilian populations.

Le Secrétaire Général Adjoint aux Affaires Humanitaires des Nations Unies,

M. Sergio Vieira de Mello, a visité Bujumbura aujourd'hui (14 Octobre 1999) afin d'exprimer sa sympathie et son appui à l'Equipe de pays des Nations Unies suite à l'attaque à Rutana le 12 octobre .

M. Vieira de Mello rencontra le Président de la République, le Major Pierre Buyoya et le Ministre des Affaires Etrangères et de la Coopération, M. Séverin Ntahomvukiye. Il reçut leurs condoléances et exprima la consternation et la profonde tristesse du Secrétaire Général suite à l'attaque. Il demanda au Gouvernement du Burundi de prendre toutes les mesures nécessaires pour que les coupables soient traduits en justice.

Mr. Vieira de Mello fit appel aux autorités du Burundi afin qu'elles fournissent une protection adéquate au personnel humanitaire dans tout le pays. Il exprima sa satisfaction sur l'enquête en cours et souligna que la violence contre le personnel humanitaire constitue une violation du droit international.

Il souligna également que les Nations Unies ne peuvent continuer à travailler dans des situations où la sécurité de leur personnel ne peut être garantie. Le Gouvernement l'assura qu'il ferait tout ce qui est en son pouvoir pour améliorer l'environnement de sécurité pour les agences humanitaires. M. Vieira de Mello réaffirma que les Nations Unies désapprouvent la politique de regroupement forcé des populations civiles.
