COMMUNIQUE DE PRESSE Sur l'incident causant la mort de deux membres du personnel des NU dans la province de Rutana (Burundi) 12 octobre 1999
A la demande des autorités du Gouvernement et sur base des rapports faisant état d'une dégradation de la situation humanitaire, une mission d'évaluation humanitaire d'urgence inter-agences fut entreprise à Rutana, province du sud-est du Burundi le Mardi 12 Octobre 1999. Depuis le début du mois de septembre, malgré le déplacement d'environ 15.000 personnes dans cette province, aucune assistance humanitaire n'avait encore été fournie. La mission était composée de Mme Kathleen Cravero-Kristoffersson, Coordinateur Humanitaire et R.R. du PNUD, Mr. Luis Zuniga, Représentant de l'UNICEF, Mlle Saskia Louise Von Meijenfeldt, Responsable Logistique du PAM, Mr. Christopher Hamm, Chargé de Programme du HCR, Mr. Guy Waeghenaere, Officier de Sécurité et Mme Léocadie Nibizi, membre national du personnel du PNUD.
Le groupe fut accueilli à l'aéroport par le Gouverneur de la province accompagné d'une escorte militaire. Le Gouverneur avait pris des dispositions pour que la mission visite un site de déplacés d'environ 4.000 personnes situé à environ 12 km de l'aéroport le long de la route asphaltée. La mission devait ensuite continuer vers le bureau du Gouverneur à Rutana pour discuter de la situation générale ainsi que des actions à prendre par la communauté humanitaire.
La mission arriva au site de Muzye et, dès son débarquement des véhicules, fut entourée d'environ 35 assaillants qui ouvrèrent le feu immédiatement. Dans la confusion qui s'en suivit, les membres de l'escorte militaire ne purent rien faire pour protéger la délégation. Les membres de la délégation des NU furent forcés de s'asseoir contre le mur d'une maison puis furent dépouillés de tous leurs biens. Alors que la plupart des assaillants commençaient à se retirer, un membre du groupe retourna à l'endroit où la délégation était assise, tira et tua instantanément deux membres de l'équipe des NU : M. Luis Zuniga et Mme Saskia Von Meijenfeldt. Puis, il se retourna et s'enfuit. Les quatre autres membres de la délégation s'échappèrent dans les alentours, y compris Mme Léocadie Nibizi qui avait été blessée au début de l'attaque. Le Directeur Général de la Sosumo fut aussi tué lors de l'attaque, de même que plusieurs autres Burundais sur le site. Après 90 minutes de fuite, les membres restant de la délégation des NU atteignirent une petite communauté où ils rencontrèrent un officier militaire qui prit les dispositions pour les amener à la Sosumo, l'usine de sucre située à Rutana.
De la Sosumo, l'incident fut rapporté aux membres de l'Equipe de Pays à Bujumbura qui organisa un vol de l'avion du PAM vers Rutana pour ramener les corps et les membres restant de la délégation à Bujumbura.
L'Equipe de Pays des NU au Burundi souhaite exprimer sa profonde gratitude au Burundais qui l'ont assistée au cours de cet incident ainsi que durant la fuite des quatre membres de la délégation qui ont survécu. L'Equipe de Pays des Nations Unies remercie également le Gouvernement du Burundi pour son assistance après la tragédie.

PRESS STATEMENT On the incident resulting in the deaths of two UN staff members in Rutana Province (Burundi) 12 October 1999
At the request of Government authorities and on the basis of reports of a worsening humanitarian situation, an inter-agency emergency humanitarian evaluation mission was undertaken to Rutana, a province in south-eastern Burundi, on Tuesday, 12 October 1999. Since early September, approximately 15,000 people had been displaced in the province and as yet no humanitarian assistance had been delivered. The mission consisted of Ms. Kathleen Cravero-Kristoffersson, Humanitarian Coordinator and UNDP RR ; Mr. Luis Zuniga, UNICEF Representative ; Miss Saskia Louise Von Meijenfeldt, WFP Logistics Officer ; Mr. Christopher Hamm, HCR Programme Officer, Mr. Guy Waeghenaere, Field Security Officer ; Ms. Léocadie Nibizi, a national staff member of UNDP.
The group was met at the airport by the Governor of the Province and a military escort. The Governor had arranged for the mission to visit a site of approximately 4,000 displaced people about 12 km from the airport, along a paved road. The mission was then to proceed to the Governor's office in Rutana to discuss the overall situation as well as action to be taken by the humanitarian community.
The mission arrived at the site of Muzye and, upon disembarking from the vehicles, was surrounded by approximately 35 assaillants who immediately opened fire. In the confusion that followed, the military escort could do nothing to protect the delegation. The UN delegation was told to sit against the wall of a small house and was subsequently robbed of all their belongings. As most of the assaillants began to withdraw, one member of the group returned to the place where the UN delegation was located and shot and killed instantly two members of the UN team : Mr. Luis Zuniga and Miss Saskia Louise Von Meijenfeldt . As he turned and ran, the four other members of the delegation escaped into the surrounding terrain, including Ms. Léocadie Nibizi, who had been wounded at the outset of the battle. The Director General of Sosumo was also killed in the attack, along with several Burundians at the site. After 90 minutes flight, the remaining members of the UN delegation reached a small community where they met a military officer who arranged for them to be brought to Sosumo, the sugar factory based in Rutana.
From Sosumo, the incident was reported to members of the UN Country Team in Bujumbura, who arranged for the WFP plane to return to Rutana to pick up the bodies and the remaining members of the delegation and bring them back to Bujumbura.
The UN Country Team in Burundi would like to express its heartfelt gratitude to the Burundians who assisted them during the incident as well as during the escape of the four members of the delegation who survived. The UN Country Team also thanks the Government of Burundi for its assistance in the aftermath of this tragedy.
