Pre-Announcement for Request for Proposals

 

Winrock International will seek applications for funding from interested parties for the Community-based Innovations to Reduce Child Labor through Education (CIRCLE) project under a cooperative agreement with the United States Department of Labor within the next ninety days.  This is a source announcement, not an invitation to bid.

 

All CIRCLE contract activities must contribute directly to one or more of the following objectives:

1.        Strengthen formal, non-formal, and transitional education systems that encourage working children, and those at risk of working, to attend school;

2.        Raise awareness of the importance of education for all children, and mobilize a wide array of actors to improve and expand education infrastructures;

3.        Strengthen national institutions and policies on education and child labor; and

  1. Ensure sustainability and/or replicability as documented by monitoring and measuring techniques for tracking impact, including numbers and stories reflecting educational persistence, completion and prevention of child labor for at-risk children.

CIRCLE sub-contract activities must also contribute directly or indirectly by providing linkages to the following indicators: enrollment; persistence; transition; and completion.

 

To apply, the organization must meet the following minimum criteria.  The organization must:

·         be a  nationally-based, (not international) non-governmental organization registered according to country laws and legislation (faith-based and community organizations are encouraged to apply);

·         be registered in one of the CIRCLE project targeted countries: Mali, Côte d’Ivoire, Ghana, Democratic Republic of the Congo, Kenya, Ethiopia, Lesotho, Morocco, Pakistan, India, Nepal, Philippines, Bangladesh, Thailand, Brazil, Peru, Guatemala, Nicaragua, and El Salvador;

·         propose a project that doesn’t generate profit for the applicant or any individual;

·         demonstrate ability to manage contracts  and sub-contracts in a sound manner (such as a bank account and an experienced accountant);

·         demonstrate technical knowledge, capacity, and relevant experience to address child labor and educational issues

·          submit a complete application with the project description that  will promote CIRCLE project goals and objectives; and

·         bring not less than 10% (out of the contract amount) in contribution of funds (match) or assets to the  project.

 

The RFP calls for initiatives that range from $1,000-$10,000; $10,000-$100,000; and $100,000 to $250,000.  Implementation can range from 6 to 24-month periods depending on the scope of the project.  The RFP will be posted on the CIRCLE project website at www.winrock.org/circle within the next ninety days.  Interested parties should contact the Winrock Regional Office at the address below for further information:
