Objective

NACCAP is a development orientated support and research programme, financed by the Dutch Ministry of Foreign Affairs. NACCAP is a Dutch National Programme contributing to the goal and objectives of the European Developing Countries Clinical Trial Partnership (EDCTP). NACCAP aims at strengthening 2-5 African research & development centres by encouraging research and development programmes in Africa carried out by existing African- European partnerships.

The objectives of NACCAPs first call are

1. Capacity development
strengthening of African research and development environment;

2. Development of applicable clinical interventions against HIV/AIDS, malaria, tuberculosis for African needs.

A programme is a collaborative initiative of researchers from Africa and the Netherlands and/or Europe. The research must be carried out in Africa where 80% of the funding should be spent. Researchers from all main partner institutes and other (public) stakeholders should be involved in the formulation of the research and capacity building questions, in development of the programme and in carrying out the programme. Selection is based upon an open competition.

Who can apply?

Applications must be formally submitted by senior researchers, one employed by an African and one employed by a Dutch research institution. Both the African and Dutch senior researcher may act as main applicant.

What can be applied for?

The first NACCAP call is directed at the strengthening of existing African-European R&D partnerships involving Dutch expertise. Within these partnerships research & development activities and capacity development activities directly related to the development of locally applicable clinical interventions against HIV/AIDS, malaria and tuberculosis will be eligible for funding.

Translational research (research necessary to bridge preclinical research results with clinical trials) and research attributing to the implementation of new clinical approaches (in- cluding supportive health systems research, monitoring and evaluation of the effects of a trial on the (social) environment, developing & testing of guidelines, etc) is included in NACCAP funding. Fundamental and pre-clinical research is excluded from NACCAP funding. In addition, NACCAPs first call does not fund isolated projects.

Taking into account these preconditions, two types of grants are available for NACCAPs first call:

a) Funding of African-Dutch partnership programmes consisting of appropriate integrated multidisciplinary research & development projects that directly add to capacity development of the African research center(s).

b) Funding of African-Dutch research projects integrated in African-European partnership programmes that contribute to EDCTP and that add to synergy of African and/or European activities.

Budget

For NACCAPs first call a maximum of 9 Million ? is available. The first NACCAP call can fund a maximum of 2 to 5 African-European research & development partnerships, provided that the proposals have a high quality of both capacity development and scientific research. Therefore, the maximum budget for grants will be 5 Million ? for 5 years, the minimum budget for grants will be 1 Million ?.

When can be applied?
The deadline for preliminary applications is 24 March 2005.

Selection criteria and Procedure

When formal criteria are fulfilled, the preliminary proposals will be evaluated by the NACCAP Programme Committee (PC) for relevance (1), quality (2) and sustainability (3). Applicants of preliminary proposals that are judged to be of promising quality on all three general criteria will be invited to enter competition by submitting a final application in which the research ideas are elaborated into a full proposal. The final applications will be assessed on the basis of peer-review, the appli- cants responses to these and the evaluation of judgments and arguments by the Programme Committee. A site assessment may be part of the selection and evaluation procedure. The Steering Committee takes the final decision on funding.
