Call for Funding Proposals on HIV/AIDS,Tuberculosis and Malaria,
08/06
Source: http://www.theglobalfund.org/en/
1. Background
HIV/AIDS, tuberculosis and malaria together account for nearly six
million deaths per year and cause immeasurable suffering and damage
to families, communities and economies.
The Global Fund to Fight AIDS, Tuberculosis and Malaria was set up in
January 2002 as a financial instrument, complementary to existing
programs addressing these three diseases. The purpose of the Global
Fund is to raise and invest large amounts of additional finance to
support the rapid scale up of measures to prevent and treat HIV/AIDS,
tuberculosis and malaria. As of April 2006, US$ 4.9 billion in 131
countries have been committed from five previous rounds of Global
Fund financing.
The Global Fund now calls for proposals for its Sixth Round of
funding.
2. Who can apply
The Global Fund expects proposal submission and development to the
Global Fund to be coordinated through Coordinating Mechanisms
(constituted either nationally, sub-nationally or regionally,
together a ?CCM?). Only in exceptional circumstances can applications
be made other than through a CCM. For detailed information on these
and other eligibility criteria, please consult the Guidelines for
Proposals, available on
http://www.theglobalfund.org/en/apply/call6/documents/.
3. Preparing an application
Applicants should submit a proposal using the Round 6 Proposal Form.
This form can be downloaded from
http://www.theglobalfund.org/en/apply/call6/documents/. Applicants
can also contact their local UNAIDS and/or WHO offices or the Global
Fund Secretariat on the address below to obtain the Proposal Form.
Before filling out the Proposal Form applicants are strongly
encouraged to carefully read the Guidelines for Proposals.
The Global Fund makes the application form available in Microsoft
Word. Attachment 4 to the Guidelines for Proposals contains detailed
information on how to use the form.
4. Deadline for submission
The deadline for proposals is 23h59 Geneva time, on 3 August 2006.
Electronic copies must be delivered by this time and date. Applicants
must also send an identical printed paper copy of the proposal,
signed in line with the Guidelines. The paper version must have a
post stamp dated not later than 3 August 2006.
Proposals should be submitted to the following address:
The Global Fund to Fight AIDS, Tuberculosis and Malaria
8 Chemin de Blandonnet
CH 1214 Vernier-Geneva
Switzerland
mailto:proposals@theglobalfund.org
Once received, the proposals will be screened by the Secretariat for
completeness and eligibility. Eligible proposals will then be
evaluated by the Technical Review Panel who will make recommendations
to the Board. The results will be communicated to the applicants
shortly thereafter.
The working language of the Technical Review Panel is English, so the
Secretariat will translate all applications submitted in another
language. Applicants are welcome to submit English translations,
since it would greatly facilitate the work of the Secretariat.
Proposals can however be submitted in any of the other official UN
languages (Arabic, Chinese, French, Spanish or Russian) and will be
treated equally.
