The Africa Telehealth Group in collaboration with, Mediastats Inc (Canada) and the American Medical Pharma Research Foundation (Texas) is pleased to announce its 2005 International Telemedicine/ Telehealth  conference : Bridging the Gap Between Nations

 

While this year’s conference exclusively focuses on Telemedicine/Telehealth, building on the work that has been undertaken by the Africa Telehealth Group in African countries in the past several years, there will also be an opportunity for business meetings organized by the Austin and Texas business communities for future collaborations.

 

  Acting within the framework of the African information society initiatives, the United Nations Economic Commission for Africa and the Africa Telehealth Group, have been promoting the application of information and communication in various sectors including the health. Information and communication technologies have proved crucial for improved health administration and connectivity within the health sector: for supporting decision for curative and preventive health; and for improved distribution and reduced cost of medical supplies. However, the health sector in Africa still lags very much behind other sectors in application of these new technologies. Basic applications such as electronic medical records, hospital information systems, local networks for sharing and distributing information among health workers, provision of remote diagnostics via telemedicine, and community health information systems for local; regional and national services have not been developed in Africa.

 

In view of the above and in collaboration with the Africa Telehealth Group, the United Nations Economic Commission for Africa held a regional Telemedicine conference in Nairobi, Kenya in 1999. The conference, entitled “The role of low-cost technology for improved access to Public Health Care Programs Throughout Africa, focused on developing a strategic plan for identifying and coordinating the use of technologies for improving access to and promoting efficient delivery of cost-effective public health care programs in Africa. The conference addressed key issues for designing and implementing a telehealth system suited to the needs of African health care providers. This included discussions on securing operating funds, and access to appropriate technology and medical practices via telemedicine. The conference concluded that telecommunication technologies would not only help to improve the delivery of health services but would also help to deal with major constraints in uplifting the health standards of Africans.

 

Participants in Africa Telehealth conference 99 realized the pressing issues of spreading telecommunication technologies in Africa and passed a number of resolutions which included calling upon African countries to embrace Telehealth and spread the use of information and communication technologies in health sector; recommending that needs assessment in Telehealth application be conducted at the national level; calling upon African governments for regional corporation and  strengthened South-South and North-South cooperation  in order to share knowledge, resources and networks that foster health care services teaching and research in Africa, and calling upon African governments, national institutions, universities, private sector and development aid agencies to support the principles and activities outlined above.

 

 

7 years later, the Texas conference invites experts in the field of telemedicine, telehealth, telecommunication, medical education, policy making, funding institutions and government agencies from Africa and abroad as well as international organizations to review, evaluate and see how far Africa has traveled the road recommended in Nairobi, Kenya and to look at where improvements need to be made in the health and technological infrastructure. American, Canadian, European and Asian technology companies, medical and academic as well as funding institutions that have done and are still doing work in Africa are being invited to participate.

 

 Lessons will also be drawn from South and Central America, Asia Pacific as well as Eastern, Western and central Europe in order to build North-South cooperation in the field of telemedicine and telehealth and medical education, research and teaching. Telemedicine success stories in countries such as Brazil, Argentina Mexico, India and Pakistan will be examined.

 

 

Sudan

 

A special session of this conference is being devoted to the Sudan. The Peace Agreement that was signed between the Government of the Sudan and Sudan People’s Liberation Army earlier this year cleared the path for a comprehensive reconstruction plan in the health care and medical education sector. The conference will consult with Temedicine companies such as AMD Telemedicine Inc. (www.AMDtelemedicine.com) , which has already done telemedicine projects in the Sudan, on how telemedicine can be applied to the Sudan, particularly the South to improve the delivery its primary health care and water/sanitation programs. It will also look at ways of how telemedicine/telehealth can be used to provide critically needed essential medicines, training, physical rehabilitation of health training institutes and communications infrastructures in the South as well as to seek funds from the international community and Sudanese national living abroad to support telemedicine, telehealth, medical education and telecommunication infrastructure development and rehabilitation in the country.

 

 

The objectives of the conference are to:

 

§         Review various developments in the field of international public health surveillance and practice, including advances in telehealth/telemedicine particularly in Canada and the United States and use the success stories to build collaboration between the Americas and Africa, and to identify and articulate the adaptation of best practices and technologies for utilization of the continents.

 

§         Review the latest international developments in the application of telehealth/telemedicine strategies in achieving health promotion and disease prevention. This review will draw extensively on the expertise available in Americas.

 

§         Review and strengthen current strategies within Africa and between Africa and the rest of the world, for sharing health information as a critical component of patient diagnosis and treatment.

 

§         Identify the method and strengthen the capabilities of existing and planned information technology infrastructure, that could support telehealth/telemedicine services in Africa using successful telehealth programs in rural Americas as models.

 

§         Review and recommend measures to enhance current investments in information technology-based resources; in order to advance widespread health promotion, disease prevention, and treatment in Africa using telehealth and telemedicine applications particularly those that have been applied and are being applied in the Americas.

 

§         Identify an appropriate policy and program support framework(s) that would best facilitate successful telehealth/telemedicine services within and between the various African countries and to work with Americas a backbone using its expertise in both technology, telecommunication and scientific expertise in health and education.

 

§         Enumerate existing health networks on the continent, confirm their goals for continental network standardization and interoperability, and identify measures to link the various networks into a comprehensive, integrated continental telehealth system by borrowing from the Americas telehealth/telemedicine resources.

The overall goal is to create a common ground upon which to build innovative thinking on the use of information technology to protecting the health of all Africans. This is indeed one of the great opportunities made possible by the advent and rapid advance of information technology and the Internet.
