Call for Expression of Interest in Consultancy on Antiretroviral Therapy Study in Nigeria, 12/06

The Health Reform Foundation of Nigeria is a non profit, non government organization developed by a group of reform minded Nigerians who have come together in response to the deplorable health system and health status of Nigeria. The foundation aims to support and help to sustain Health Reform Agenda in the country. The Foundation is registered in Nigeria as an incorporated registered Trustee with Registration number: CAC/IT/NO 17235. It strives to support the government and Civil Society Organization (CSOs) towards achieving the health sector reform objectives. HERFON?s main areas of focus are Health Systems, Immunization, and HIV/AIDS.

HERFON wishes to recruit Consultants or a firm to Study of the Impact, Challenges and Long Term Implication of Massive Rollout of Antiretroviral (ARV) Drugs in Nigerian

The consultant's objectives will include; Studying the Nigerian ART program, ascertaining the number of persons on the ART program and the services rendered to them. Identifying gaps that are specific to the planning, procurement and distribution of ARVs across the country. Ascertaining the effectiveness, efficiency and quality of service of the program. Studying the long term financing implication of the Nigerian ARV scale-up and identifying, strategies for suitability of the ART program.

The consultant(s) shall justify the methodology of the qualitative study, which shall include among others ; Assessing the Nigerian ART Program system ,quality assurance of ARVs ,financing, procurement planning , quantification, distribution planning, stores management, data management, human resources, identification of issues that relate to clients treatment information, drug adherence, interruption, availability ,accessibility and affordability of optimal care. Identification of sustainability issues as it relates to the entire national program and knowing the Impact and measuring the effectiveness of the program since its inception and subsequent scale up.

The Consultant shall present at the end of the project a report containing among others the Methodology of the study, List of sites providing ART services, number of persons currently on ARVs and services rendered to them. Assessment of the quality of service Etc.., Recommendation on challenges, sustainability of the program, and distribution strategy/system.

The overall duration of the assignment shall be five (5) weeks during which an inception report and final report shall be produced. The expected overall budget to complete the tasks is five million naira only (N5,000,000.)

This opportunity is open to a team of four (4) national Consultants with one Project Leader with the experience and demonstrated competence on ARV Drugs supply chain management in a resource constraint environment and HIV/AIDS related issues. Experience and competence in National Level Project planning, management, monitoring and evaluation ,ability to identify, utilize and harness information and local resources ,sound knowledge of the health sector and in particular the workings of National Action Committee on AIDS(NACA),Federal Ministry of Health(FMOH), The President's Emergency Plan for AIDS Relief (PEPFAR), The National Agency for Food and Drug Administration and Control (NAFDAC) and The Department for International Development (DFID) and ability to analyze a system, data management and reporting.

The Project will be executed in Abuja and several ART sites across Nigeria.

Expressions of interest (5 copies) in English language consisting of a capability statement of no more than 5 pages, abridged CVs of key staff and supporting references are required. Prices are not needed at the expression of interest stage; however, when required, all prices must be in Naira, and all payments under the contract will be made in Naira.
