About the Lecture:

"China's Africa strategy is very government-centric; China is less experienced with working with civil society and prefers to provide aid on a government-to-government level. According to Shinn, in some countries this can reduce the effectiveness of the aid, considering that in some African nations NGOs handle healthcare, education, and other social programs instead of governments."

About Ambassado David H. Shinn

Amb. Shinn is an adjunct professor of international affairs at The George Washington University's Elliott School of International Affairs, Amb. Shinn, who received his B.A., M.A., and Ph.D. from GW, is a former U.S. ambassador to Ethiopia (1996-99) and to Burkina Faso (1987-90).
